Concerning employment incentives for people with disabilities through a Medicaid buy-in program–
Directs HCPF to request any waivers necessary to expand eligibility under Medicaid to implement a Medicaid buy-in program for individuals with disabilities who would otherwise be eligible for supplemental security income except for their income.
 
 
CBHC supports this bill as an avenue to help consumers continue to return to meaningful employment without the fear of losing Medicaid benefits.

This bill states clearly the inclusion of mental health in the expansion of wellness programs.

Allows the use of no more than 15% of the funding it receives under the "Exceptional Children’s Educational Act" to provide early intervening services to students.

Concerning eligibility for public medical benefits– Subject to the receipt of sufficient gifts, grants, or donations to cover the costs, provides that the department of health care policy and financing shall adopt rules to:
  • Eliminate the requirements for families to submit paycheck stubs and instead uses available data through the Department of Labor and Employment (DOLE) to verify a family’s income
  • Allow the DOLE data to be used to reenroll children at the end of their eligibility to avoid interruptions in health insurance coverage 
  • Have an existing advisory committee explore the feasibility of combining Medicaid and CHP+ into one program
